Where Is Keno Legal? Complete US Guide

State lottery keno is only available in a small number of states. Many others have casino or tribal keno. Some have no keno at all. Here's the definitive state-by-state breakdown for 2026.

~12 States with Lottery Keno
20+ States with Casino/Tribal Keno
~18 States with No Keno
3 Types of Keno Availability

The Three Types of Keno Availability

Not all keno is the same, and the legal framework matters for what's available to you:

1. State Lottery Keno

Rapid-draw keno (every 3.5–5 minutes) run by the state lottery and sold at licensed retailers — bars, convenience stores, gas stations. Available to anyone 18+ with access to a retailer. This is the most accessible format and what most of this site covers.

2. Tribal / Casino Keno

Keno offered at licensed casinos — tribal gaming operations or commercial casinos. Requires a trip to the casino property. Live keno lounges and video keno machines are both common. Available in many more states than lottery keno.

3. No Keno Available

Some states have neither lottery keno nor casino keno — either because gambling is broadly restricted or because no casino compact includes keno. Hawaii and Utah prohibit nearly all gambling. Other states simply haven't authorized keno in any format.

This Table Is a Snapshot

Keno legality changes as states pass new legislation, tribes negotiate new gaming compacts, and lotteries add or remove games. This overview reflects the situation as of early 2026. Always verify current availability through your state lottery's official website or the casino you plan to visit.

Why Is Lottery Keno Only in Some States?

State lottery keno — the rapid-draw, every-few-minutes format available at bars and convenience stores — occupies a legislative gray zone. Here's why it's not universally available:

The Future of Keno Legality

Keno's availability has been slowly expanding over the past two decades as more states look for additional lottery revenue. States that have recently expanded casino gaming (Virginia, North Carolina, Nebraska) may eventually consider adding keno to their lottery offerings as well. Keep an eye on your state legislature if keno isn't currently available near you.
