Keno is a retail game almost everywhere it is offered, which makes "where can I actually play" a different question from "is keno legal here". These states publish a readable retailer list, so we can answer it street by street. Most of them flag which retailers run keno; where a lottery does not, the state page says so at the top of the list instead of guessing.
